Session Abstract (150 words): 

Global gender equality efforts require innovative evaluation approaches. Highlighting examples from Ethiopia and Lebanon, EnCompass will share its participatory, appreciative, systems-based, and utilization-focused approach to gender analysis. This unique approach aims to maximize usefulness of gender equality data for improved development programming. Employing participatory methodologies, we include key data users throughout the process, from design to data interpretation to collaborative development of recommendations. Appreciative inquiry guides data collection/analysis to look beyond gender gaps and inequalities, and build upon successes and opportunities for transformation of unequal gender norms and dynamics. A systems-based framework helps identify needs of women/girls and men/boys at multiple social levels, from individual enablers and constraints to structural ones, examining how components of the whole gender system work together to support or hinder gender equality. Engaging data users from beginning to end empowers them to utilize the gender analysis data to directly inform and strengthen their development programs.
