Session Abstract (150 words):
The UN Guidelines for the Alternative Care for Children drive care reform globally. MEASURE Evaluation, funded by USAID, used a participatory approach in developing a care reform self-assessment tool to assess countries’ status on implementation of the UN Guidelines. We then supported the governments of Armenia, Ghana, Moldova and Uganda in facilitating a workshop with stakeholders that involved automatically generating simple Excel-based dashboards to provide real time results. This session will describe the importance of stakeholder involvement in evaluation tool development; the value of a real-time self-evaluation in building consensus and leading to action; and the pros and cons of quality limitations and use of findings.
