Session Abstract (150 words):

This evaluation aimed to answer a number of key questions on the relevance, effectiveness, efficiency, impact and sustainability of a human resource development program, implemented across 15 countries.

The findings from phase 1 identified significant successes, yet also challenges which extended beyond the reach of the program being investigated. This included some misunderstandings between the global office, country office and local partners being identified. Thus, methods for both internal and external communications needed to be adjusted to ensure that there was a common language.

The challenges and negative findings of one internal evaluation have led to lessons learnt being applied across the organisation; ultimately resulting in strengthening the capacity of program staff. This has improved their ability in: program planning; setting clearer targets & benchmarks early in the project; creating a shared and common language; and building stronger local partnerships with clearer expectations.
