Abstract 1 Title: Nuru International’s Exit Criteria
Presentation Abstract 1:
Nuru equips local leaders with tools and knowledge to lead their communities out of extreme poverty by integrating impact programs that address the most prevalent and fundamental challenges of extreme poverty through farmer organizations, or cooperatives.
The presentation will discuss Nuru’s exit experience in their Kenya and Ethiopia country projects. With each new country project, Nuru aims to develop a locally-run NGO ready to support their rural farmer households and establish farmer-led farmer organizations to create improved market linkages. This presentation will outline Nuru’s exit criteria and discuss the various tools used to strengthen local voices.
Abstract 2 Title: Re-calibrating Nuru’s measurement of local leader capacities
Presentation Abstract 2:
RMC has been assisting Nuru with two key components of Nuru’s exit strategy—the Program Review Process and Measuring Local Leader Capacities. This presentation will discuss RMC’s efforts in both areas, with an emphasis on the measurement of leadership capacity.
Nuru collects annual program data to track progress toward impact in each of Nuru’s program areas. RMC has been conducting quantitative data analysis of these Impact Assessments and this presentation will discuss findings from this analysis.
To track local leadership, Nuru created the Leadership Sustainability Index (LSI), a composite index used to indicate when local leaders are achieving the necessary milestones to operate the organization independent of expat staff. This presentation will discuss RMC’s review and redesign of the LSI to make it more responsive. The focus of the presentation will be methodology (including the factor analysis approach), key findings and recommendations for redesign of the LSI.

Nuru aims to end extreme poverty in remote, rural areas by establishing locally-led self-sustaining country projects and farmer organizations. To fully empower local communities, Nuru created an exit strategy where ex-pat staff leaves a country project after 4 – 5 years of capacity building. Our exit criteria consist of Impact Sustainability, Leadership Sustainability, and Farmer Organization Sustainability.
First, impact programs must demonstrate positive trends in core program metrics. Next, the Leadership Sustainability Index (LSI) measures local staff’s ability to understand community needs, design solutions to meet those needs, and implement and scale solutions effectively and efficiently. Finally, Farmer Organization Sustainability is measured by the SCOPEinsight tool which assesses the level of farmer professionalism in emerging markets.
Nuru’s M&E team will discuss their exit experience in their Kenya and Ethiopia country projects and the SCOPEinsight tool. The Ray Marshall Center (RMC) team will discuss program evaluation results and their review and re-design of the LSI.
