Session Abstract (150 words):

The USAID Office of Transition Initiatives (OTI) uses short-term activities in a range of complex, transitional environments to support stability, peace, and democracy across the globe. Because OTI’s activities reflect their environment, they are flexible by design and constantly shifting to take advantage of windows of opportunities during transition periods. Evaluation of these programs cannot rely on static program implementation and requires an equally quick measurement approach.

Social Impact has worked closely with OTI since 2015, evaluating programs in over seven countries across the globe. Throughout that time, OTI and SI honed an evaluation approach that includes best practices for collaboration, making it possible to deliver high-quality evaluations within the sphere of OTI’s short-term programming and decision-making lifecycle.

In this session, SI evaluation managers and OTI representatives will share lessons learned about how to design and implement useful evaluations of complex programs with many activities.
