Session Abstract (150 words):
Women for Women International (WfWI) administers rigorous quantitative surveys to its program participants - marginalized, ultra-poor women in conflict-affected countries - over the course of three years. These surveys, which inform WfWI's routine internal program evaluation, were recently revised to improve data reliability and accuracy. This session presents the lessons WfWI learned while testing new types of questions, and how different question phrasing can produce different results. With a view to maximizing internal evaluation utility, WfWI discusses the opportunities and challenges program implementers can face in trying to improve survey quality, particularly for sensitive subject areas. Specifically, the session reviews observed differences between subjective and objective questioning, questions with different recall periods, responses to questions of differing detail levels, and different types of measurement for assessing women's agency.
