Session Abstract (150 words):
Federal programs deserve more from their performance indicators. From taxpayers to state and local implementers to Congress, Federal programs must engage and communicate with a range of complex stakeholders. Indicators and evaluation are powerful tools government can deploy for these audiences. The Performance Stakeholder Pyramid is a simple framework to help Federal programs consider how their performance measures can be most beneficial by taking an audience-focused approach. Going beyond accountability, performance indicators can help programs: (a) communicate priorities to program implementers, (b) empower program managers with actionable data to improve implementation, and (c) communicate the impact of Federal investments to senior stakeholders such as Congress. Panelists will discuss how stakeholder analysis has been used successfully in Federal programs, including the President’s Emergency Plan for AIDS Relief. Panelists will also provide tips for how to operationalize the Performance Stakeholder Pyramid.

For Evaluation 2017, international attendees and presenters who encounter complications due to the international travel environment will have up to 30 days after the event to request a refund and submit appropriate documentation. No administrative fee will apply for the international requests. The $50 fee will be waived for registrants who planned to travel into the US and experienced international travel issues.
