Abstract 1 Title: OMB Evidence Team Evaluation Policy Developments
Presentation Abstract 1:
Diana Epstein, Evidence Team Lead, Office of Management and Budget, Executive Office of the President, is responsible for developing guidance regarding evaluation in federal agencies and initiatives to encourage rigorous evaluation of programs. Ms. Epstein will discuss evaluation and data guidance for the current and next year and discuss future issues and concerns and processes to develop new guidances. Of particular interest will be the discussion about expanding evaluation capacity and improving its quality in studying federal programs. Topics will include: cross departmental evaluation councils; federal staff training; and the use of evaluation evidence in policymaking and program modifications. AEA Member questions and comments are welcomed.
Abstract 2 Title: Office of the Chief Statistician of the US Evaluation and Data Policy Developments
Presentation Abstract 2:
Dr. Nancy Potok, the new Chief Statistician of the U.S., Office of Management and Budget, Executive Office of the President, is responsible with providing coordination, guidance and oversight for federal statistical agencies and activities. The Chief heads the Statistical Policy Branch of the Office of Information and Regulatory Affairs (OIRA). Dr. Potok also serves on the Commission on Evidence-Based Policymaking. She served as Deputy Undersecretary at Census and is very well versed in issues related to federal data. Dr. Potok leads the Interagency Council on Statistical Policy. She will discuss her work in issuing standards and guidelines regarding data quality and use; initiatives to produce combined data and make administrative data available for analyses; intergovernmental data efforts; building coalitions re data and its use in OMB; building capacity with staff skills and training across the government; and reducing respondent burden by developing new ways to gather needed data. AEA Member questions and comments are encouraged.
Abstract 3 Title: Federal Program Performance Management
Presentation Abstract 3:
Dustin Brown, Deputy Associate Director for Performance and Personnel Management, Office of Management and Budget, Executive Office of the President, leads efforts to improve program performance across the federal government. He also works with OPM to advance human capital issues and hels lead the inter-agency Performance Improvement Council (PIC) that coordinates performance management policies and requirements. Mr. Brown will discuss agency reporting requirements, performance management and its relation to evaluation efforts.

Session Abstract (150 words):
To inform Members of federal executive branch evaluation and evidence initiatives and guidelines, the Evaluation Policy Task Force (EPTF) will bring together three key staff from the Office of Management and Budget (OMB) in the Executive Office of the President. This session will provide an update on their work and plans and invite Member questions.
OMB’s mission is to assist the President in meeting his policy, budget, management and regulatory objectives and to fulfill the agency’s statutory responsibilities. Toward this end, it is responsible for producing data, evaluation, and evidence guidelines in annual budgets submitted by the President. OMB also produces circulars (such as A-11) which provide evaluation guidelines. Of particular interest will be the discussion about expanding evaluation capacity and improving its quality in studying federal programs. Topics will include: creation and promulgation of evaluation policies; cross departmental evaluation councils; federal staff selection and training; and the use of evaluation evidence in policymaking and program modifications.

For Evaluation 2017, international attendees and presenters who encounter complications due to the international travel environment will have up to 30 days after the event to request a refund and submit appropriate documentation. No administrative fee will apply for the international requests. The $50 fee will be waived for registrants who planned to travel into the US and experienced international travel issues.
