Session Abstract (150 words): 

This session will focus on the issue of assessing and enhancing evaluation capacity in the context of a learning-by-doing model. There is a dearth of literature describing evaluation capacity assessment and even less literature on how evaluation capacity is planned, monitored, and determined to be improved. The session will start with an overview of recent efforts by the USAID-funded MEASURE Evaluation to systematically assess, plan, and monitor evaluation capacity. Experiences with a four-country pilot of an evaluation capacity-building toolkit will be discussed by a panel. Attendees will then form small groups to discuss their experiences, promising practices, and solutions to address the challenges inherent in assessing, planning, and monitoring evaluation capacity in practice.
