Abstract 1 Title: Evaluation Capacity Building: Toward Program and Cost Effectiveness in the Military
Presentation Abstract 1:

The Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCoE) is engaged in a multi-year program evaluation effort of military prevention and treatment programs. As a key feature of this effort, DCoE provides tailored consultations to advance psychological health and traumatic brain injury programs along a continuum of program and cost-effectiveness. A de-identified case study highlights key features of this consultative approach, which is based in part on Preskill and Boyle’s (2008) evaluation capacity building framework and employs multifunctional teams to help programs measure outcomes and demonstrate the ability to systematically evaluate these outcomes in terms of costs. In addition, the authors will discuss approaches to mitigate barriers to robust military program evaluation. A key goal of this work is to maximize the information available to Defense Department leaders making programming and resource decisions to support health and readiness among the military community.
