Session Abstract (150 words): 

The Mobile Solutions Technical Assistance and Research Program (mSTAR), funded by USAID  is producing guidelines (anticipated for Fall 2017) to inform USAID, implementing partners and other international development actors on good practices for responsible collection, use, management sharing and release of data in field-based digital development programs, especially monitoring and evaluation activities.

The Session will present the guidelines and foundational research to participants and then hold an interactive session where participants can experience applying the guidelines to existing or illustrative programs. Discussion, debate and collaborative decision making is intended as part of the session, to highlight issues, challenges, and opportunities around responsible data practices. We are particularly interested in furthering the discussion around balancing the tensions between privacy/security, data for rapid decision making, and openness / transparency.
